Active Transportation Plan
At the direction of the Board of Supervisors, the Department of Community Development, in cooperation with the Redevelopment Authority of Allegheny County (RAAC), has developed an Active Transportation Plan (Plan) for the Township. The main goal of the Plan is to provide realistic, cost-effective, and implementable design solutions to improve walkability, connectivity, accessibility, and safety throughout the Township for pedestrians and bicyclists.
The project was partially funded through a grant from the Active Allegheny Grant program. The Township retained the services of TranSystems to prepare the plan, and Brian Krul, PE, PTOE, served as the firm’s project manager.
To provide guidance in the development of the Plan, the Board of Supervisors appointed a Steering Committee consisting of residents, Planning Commission members, business owners, developers, Township staff, County and State government partners, and others with a vested interest in the community.
The Plan involves the following elements:
- Inventory of existing and proposed bicycle and pedestrian facilities such as sidewalks, trails, and other amenities.
- Mapping of the pedestrian and bicycle facilities.
- Identify missing sections of sidewalks and trail connections.
- Investigate “Complete Streets” concepts (i.e., those streets that can accommodate bike lanes, wide shoulders, additional sidewalks, etc.) while keeping the roads safe for all users.
- Implementation Plan:
- The plan includes the means and ways to connect neighborhoods to both the Panhandle and Montour Trails and to provide safe crossings and connections to pedestrians and bicycles traveling along main roadways including Donaldson Road, North Branch Road, Summit Park Drive, Steubenville Pike, and McKee Road.
- The plan identifies short-term, intermediate-term, and long-term pedestrian and bicycle improvements to the Township road network.
- Some of these improvements include new sidewalks, new crosswalks, bike lanes, shared-use paths, active pedestrian crossing signs and pavement markings, wayfinding, traffic calming features, multimodal trails, shoulder widening, etc.

Plan Adoption:
On December 14, 2021, the Board of Supervisors approved Resolution No. 54-21, which adopted the Active Transportation Plan. Click Here to download the Plan.
